Joe McMullin is the Founder and Principal of Apex Development Studio LLC and a Senior Program Manager who leads cloud engineering and cloud security teams in secure government environments. His career runs from leading Soldiers in combat, through running 24/7 data-center and hybrid-cloud operations for federal agencies, to building native mobile apps himself. Apex is where those careers meet: dependable technology for health, community, and the everyday needs people rely on.
Career
Military leadership · 1985–2007
22 years in the U.S. Army Corps of Engineers. Joe rose from Combat Engineer to Master Sergeant. He served as an Operations Sergeant at Headquarters, Eighth U.S. Army, and trained new Soldiers as a Drill Sergeant. In Iraq he served as a Platoon Sergeant, and he later served as First Sergeant of HHC, 317th Engineer Battalion.
He served overseas in Panama, Iraq and two tours in Korea, and was awarded the Bronze Star Medal and five Meritorious Service Medals.
Enterprise & federal technology · 2008–today
Nearly two decades in federal and healthcare IT. His work has spanned bare-metal servers, virtualization and hybrid cloud. He was a Systems Engineer and Task Manager at SAIC, then a Technical Program Manager for a global healthcare software company, where his engineers earned government recognition for a record-breaking data-center recovery.
As Director of Operations at Navstar, he ran cybersecurity and hybrid-cloud infrastructure. At Deloitte, he led a team of 12 Program Managers on a $285M enterprise IT contract for the Defense Counterintelligence and Security Agency. Today he leads cloud engineering and security teams covering STIG hardening, ATO and RMF compliance on AWS GovCloud and Microsoft 365 GCC High.

Hands-on, not just in charge. Joe designs and ships native SwiftUI and Kotlin apps with health integrations like HealthKit and Health Connect, as well as web platforms for mission-driven organizations.
He also practices applied AI and machine learning, including deep learning, computer vision and multi-model AI workflows. He runs the studio with the discipline he learned in uniform: plan the mission, test before shipping, and support what you launch.
